Ministry of Commerce: Imposing Anti-Dumping Duties on Single-Mode Fiber Imports from India

The Ministry of Commerce issued an announcement on August 13, disclosing the final review ruling on the anti-dumping measures applicable to imported single-mode optical fibers originating from India.

On August 13, 2025, at the request of China’s single-mode optical fiber industry, the Ministry of Commerce issued Announcement No. 42 of 2025, deciding to initiate a sunset review investigation on the anti-dumping measures applicable to imports of single-mode optical fiber originating from India, effective from August 14, 2025. The Ministry of Commerce ruled that if the anti-dumping measures were terminated, the dumping of single-mode optical fiber originating from India into China could continue or recur, and the damage to China’s single-mode optical fiber industry could persist or reoccur.

In accordance with the relevant provisions of the Anti-Dumping Regulations of the People’s Republic of China, the Ministry of Commerce has submitted a proposal to the Tariff Commission of the State Council to continue implementing anti-dumping measures based on the investigation results. The Tariff Commission of the State Council has made a decision in line with the Ministry of Commerce’s proposal, and starting from August 14, 2026, anti-dumping duties will continue to be imposed on imported single-mode optical fibers originating from India, with an implementation period of five years.

Single-mode fiber is primarily used in high-speed, long-distance, and access network transmissions, mainly applied in long-haul trunk lines, metropolitan area networks, cable television, and fiber-optic access networks (such as FTTH).

According to the provisions of the Ministry of Commerce Announcement No. 56 of 2014 and Announcement No. 29 of 2020, the anti-dumping duties levied on various companies are as follows:

Sterlite Technologies Limited: 7.4%;

Birla Furukawa Fibre Optics Limited: 11.4%;

Corning Technologies India Private Limited: 24.5%;

Aksh Optifibre Limited: 30.6%;

Finolex Cables Limited: 30.6%;

Other Indian companies: 24.5%.
