TSMC Nanjing Authorized by US Department of Commerce’s VEU

In response to market rumors that TSMC’s Nanjing factory has obtained an indefinite exemption authorization from the US Department of Commerce, TSMC recently responded by stating that the US Department of Commerce has issued a “Verified End User (VEU)” authorization to TSMC (Nanjing) Co., Ltd. This formal VEU authorization replaces the temporary written authorization issued by the Ministry of Commerce since October 2022. This VEU authorization does not add new permissions, but confirms that the goods and services covered by US export control regulations can be continuously provided to TSMC (Nanjing) for a long time, and suppliers do not need to obtain individual licenses.


Since 2015, TSMC has decided to invest in the construction of advanced manufacturing process wafer foundry in Nanjing, China, officially named TSMC (Nanjing) Co., Ltd., which has become one of the company’s important manufacturing bases in Chinese Mainland. The factory is located in Jiangbei New District, Nanjing, covering an area of about 30 hectares. It is TSMC’s first 12 inch wafer foundry in Chinese Mainland.
In October 2018, TSMC’s Nanjing factory was put into operation six months ahead of schedule, quickly demonstrating its advantages in technology and production efficiency. The factory adopts advanced process technology and automation equipment, with an annual production capacity of 100000 12 inch wafers. The production line, including physical, chemical, and optical technologies, enables its product quality and performance to reach the world’s leading level.
